Constitution of the Hertfordshire
Fencing Association
This constitution is based on an undated constitution
found in the minute book of the H.F.A. Believed to date
from 1967
1. TITLE - A fencing association shall be formed in the
county of Hertfordshire under the Eastern Section of the
British Fencing Association and shall be known as the
Hertfordshire Fencing Association.
2. AREA - The Hertfordshire Fencing Association shall
govern only within the county boundaries.
3. MEMBERSHIP - All clubs within the association shall
be affiliated to the British Fencing Association.
4. OBJECTS - The objects of the association shall be
to:
4.1 Foster and develop fencing
within its area
4.2 Organise local competitions
and championships
4.3 Further all coaching
schemes
4.4 Engage in inter-county
activities
The committee shall have discretionary powers to take
any agreed steps to encourage non-affiliated clubs to
join in the association activities.
5. ORGANISATION - The association shall form its own
organisation and be directly responsible to the Eastern
Section as follows:
a) The annual general meeting of club representatives
shall elect officers and a committee of management as in
(b) below.
b) i) The following officers and committee members shall
be responsible for the efficient conduct of the
association and shall meet at least twice yearly.

The Treasurer
Three committee members who shall, if possible be drawn
from different clubs, And who may nominate deputies in
case of inability to attend meetings.
ii) Only the officers shall have individual powers to
act on behalf of the committee without prior
reference.
iii) The Chairman may have an additional casting vote if
necessary.
iv) The Committee shall have the power to co-opt the
additional members as necessary.
c) The annual general meeting of the association shall
be held before the 31st October. The Chairman may summon
an extraordinary meeting if required to do so by either a
majority of the committee or by written demand of the
representatives of not fewer than one third of the member
clubs. 21 days notice of any general meeting must be sent
to representatives of the affiliated clubs.
d) The accounts of the association shall presented by
the treasurer to be audited annually, and counter -signed
by the chairman and/or secretary.
e) The constitution can only be ammended at at
either:
i. An annual general meeting.
14 days notice of proposed amendments must be sent to
representatives of the affiliated clubs.
ii. At an extraordinary meeting
called in accordance with c) above.
6. SECTION REPRESENTATION - The association shall be
represented on the Eastern Section Committee by one of
the association's officers.
7. FINANCE - The association shall be responsible for
the expenses of running fencing competitions and courses
within its area. In the event the association ceases to
operate, fencing equipment will be distributed between
the remaining affiliated clubs within the county, and any
other assets will be passed on to the Eastern Section of
the British Fencing Association.
8. The minutes of all meetings of the association and
the association committee will be kept and available on
request.
9. The central organisation of the British Fencing
Association will maintain contact with all clubs, schools
and individual members of the association through the
Eastern Section of the British Fencing Association.
10. All major matters of policy shall be referred to the
committee of the Eastern Section for transmission to the
British Fencing Association.
This Constitution was proposed at the A.G.M. held on

th May 2002 and accepted at the A.G.M. held
on 5
th May 2003
